16. Rob Van Dam
Rob Van Dam never won the ECW World Heavyweight Championship (in the original promotion anyway), but he was without question one of the best wrestlers ever to star for Paul Heyman’s renegade promotion and one who will always be synonymous with the promotion.

Saying that, RVD did make his way to the WWE and the laid back high flyer made a distinctive mark there, winning multiple championships, though always seeming one spot away from being given a real chance to be the guy in the promotion.  

Maybe he wasn’t “the guy”, but there were many WWE fans who wanted him to be and he has done more than enough to be Hall of Fame worthy.
