Definitely, he should be in the Rock and Roll Hall of Fame. His band, THE SECOND RE$$URRECTIO N BAND,aka, "The Joe Tex Show Band," should also be listed as they are the unsung and unheralded sidemen who helped to launch his comeback in 1977 by supporting him with a terrific backup, songwriting and producering. This band was the musical force behind "Ain't Gonna Bump No More (With No Big Fat Woman" in which they actually wrote and produced most of the "Bumps and Bruises" album.
