Like the rest of the Empire Records staff, Lucas wants to keep the store independent, and when he found that out (before the rest of the staff) he tried to do something about it by gambling the store’s cash receipts to help buy the store. It didn't work, but we suppose since the store manager was able to raise the money and obtain Empire Records, the fact that he committed crime was forgiven.
Perhaps he was also forgiven because it was Rex Manning Day?
