The song actually never says “What’s Up?” as anyone who has heard Linda Perry’s screeching chorus would know.  It actually says “What’s Going On”.  Let us rephrase that…..it goes “Heyyyyyyyyyyyy, I say Heyyyyyyyyyyyyy. I say Hey!  What’s Going on?”  Oh, and does so in the voice of a cat screeching in heat.

The song’s title was changed to “What’s Up?” to avoid confusion with Marvin Gaye’s iconic tune, “What’s Going On?”  Thankfully, that happened as at no point should those two songs share a title.  Gaye’s soulful questioning of the Vietnam era remains timeless and 4 Non Blondes’ song remains embarrassing.  The latter isn’t questioning anything about the world; it is just whining about it.  What’s Going On?  The answer is crap.
