Bullard established himself as one of the better scorers that the Pittsburgh Penguins would have in the first half the 1980s, and he would put out a 92 Point year with a personal best of 51 Goals in 1983-84. That effort places him seventh among all skaters, and he was named to his only All-Star Game. Bullard continued to provide a sound offense with a 63 and an 83 Point year, and he was traded early in 1986-87 to the Calgary Flames ending his Penguins run.
Overall, in a Penguins uniform, Bullard had 360 Points with a PPG of .94.
